Business Incentive Rate (BIR)
The NYC Economic Development Corporation (EDC) in collaboration with Con Edison offers savings of up to 20 percent off your overall Con Edison bill (30 percent to 40 percent of delivery charge).
Qualifications:
A manufacturer or wholesale distributor, currently benefiting from a city or state matching benefit (ICIP, IDA, or Empire Zone) and predicting to increase employment by 10 percent, you can qualify for the discount.

Economic Development Gas Rate Application (EDGAR)
Qualifications:
Application must be made within twelve months of application for new gas service or within six months of receipt of the below listed incentives.
Economic Development Incentives:
Available to customers who have ONE of the following incentives: NYS Empire Zone Certificate (EZ); NYC's Industrial and Commercial Incentive Program (ICIP); Energy Cost Savings Program (ECSP); or other documentable loan or grant received for a capital improvement administered by the City or State of New York. Incubator graduates must provide documentation of graduation from a New York State-funded Incubator program.
New Customers:
Move into a newly-constructed or previously vacant facility anywhere in KeySpan Energy Delivery's service territory. Vacant means a previously occupied building which is vacant at the time of application and where applicant can demonstrate that premises have been unoccupied for the six month period preceding application for gas service.
Existing Customers:
Expand your business and increase your previous year's base gas consumption by at least 15 percent (adjusted for normal weather conditions) and maintain monthly gas usage criteria as shown above.
Discount:
50 percent of the rate applicable to consumption as described above for SC2-1
and SC2-2 and related Transportation Unbundling Service
35 percent of the rate applicable to consumption as described above for SC6C
and related Transportation Unbundling Service
(May through October only).
The term of the full discount rate is twelve years, reducing by 25 percent in each of the thirteenth, fourteenth and fifteenth years until you return to the regular, undiscounted rate in the sixteenth year.

Energy Cost Savings Program (ECSP)
The Benefit:
Reduce regulated electricity costs up to 45 percent and regulated natural gas costs up to 35 percent. Benefits last for eight years, followed by a four-year phase-out.
Who is Eligible?
Business relocating to, or within, New York City.
Business in New York City investing in their property.
When to Apply:
For a relocating business, apply BEFORE the lease for the new location is signed.
For a business making a capital improvement to their facility, apply generally BEFORE the capital improvement is made.
Requirements:
Eligible businesses must either be relocating, making capital improvements to
their building or operating within a qualified building that has already
undergone renovation or construction
Businesses applying in connection to a capital improvement must also either
be financing their improvement through the Industrial Development Agency
(IDA), or be seeking benefits through the New York City Industrial and
Commercial Incentive Program (ICIP)
Businesses applying in connection with the IDA must apply prior to execution
of IDA inducement resolution
Businesses renovating property owned by the City of New York or Empire
State Development Corp must file an application prior to signing a lease with
the City or Empire State and before the issuance of a building permit for
construction/renovation
Energy must be directly metered or sub-metered to the benefit recipient
Transmission and distribution of energy must be provided through a utility
regulated by the State of New York and sub-metered energy cannot be
marked up more than 12 percent
